We can confirm that the next PICAS meeting will be held on Wednesday 28th March at the Dekelia Leisure Resort* starting at 2:30pm.

Petition in support of Paphos owners affected by developer problems
Open Forum - Question & Answer session.

[ At recent meetings there has been increasing demand for general discussion and the opportunity to raise matters of individual concern - so we have decided to forego a guest speaker for this meeting and allow more time for this type of discussion with the Panel ]


*The Dhekelia Leisure Resort (DLR) is near the CESSAC ‘campus’. Taking the road linking the power station and Dhekelia Road, look for Agincourt Lane that leads to the larger car park - turn left at the T-junction and follow the road around to the right and past the tennis courts. The DLR is the main building that faces you, with ample car parking space.

A footnote to earlier postings, taken from cyprussmoothie message in General section.

It has been brought to our attention that some people feel they cannot air their problems publicly and this we all understand can be the case for so many of you.

If on arrival you make yourself known to a member of the panel [top table] then we will do our very best to ensure you get some lone quality time with one of our advisers. Please ensure you bring all relevant paperwork with you as this may in some cases help our advisers understanding the problem more fully.

For those of you who sometimes feel, after listening to others, that your own particular problem is petty well let us assure you that there is no such thing as a petty problem. A problem to you is a personal problem to you and as such you need answers and again that is what we are there for, large and small problems alike.

Zoe Woodward of the British High Commission will talk about repatriation to the UK and Registration of EU citizens in Cyprus.

The next meeting of PICAS is 25 July but the start time will be 3.30pm and not the usual 2.30pm.

This is because new boys will be coming to the Garrison and the venue is needed for the morning.

Very valid points, as valid today as they were then.
To be effective on the Cyprus Authorities the necessary pressure MUST come from outside of Cyprus.
The BHC for example are powerless.
PICAS uses the Eastern Cyprus Forum - which has its servers in UK.

This was a move by Cyprus in the right direction, but it still has a long way to go.

We also need to bear in mind that the BHC is guided by its political masters - the UK Government. It doesn't have free rein to do what it wants.

You may be interested to hear that Bill Cash raised the subject in the lower house last Tuesday. The Foreign Office Minister, Jeremy Browne, replied:
    Mr Cash: Will the Minister commit to looking into the question of the fraudulent title to land? Many thousands of English – British – people have land in Cyprus. I raised that matter when I visited. Will he commit to taking that forward, to ensure that there is a proper resolution in the courts so that these titles can be remedied?

    Mr Browne: I will happily undertake to task the Department with looking into that. The Minister for Europe or I will write to my hon. Friend.

Although the title deeds issue may not be part of the of BHC, official remit, I am pretty sure that unofficially they will take every opportunity to raise the matter with Cyprus ministers.

Yes, but to no avail. They are wasting their time that way, as is proved by the lack of any progress.
Many Cyprus "Ministers" have vested interests in such issues, according to the local media.

While I am not privy to everything thing that goes on behind the scenes, I am prepared to support any organisation which tries to correct a wrong rather than sit on my backside doing nothing but criticise others who try and address the situation.

Geoff,

There has been progress - many more TD's have been issued this year,
the amnesty, new laws. It is thanks to a combination of groups, bodies,
pressure applied in letters to MP's etc that some action was taken last
year and new laws put into place. Laws that make it a little safer for new
buyers, that help sellers avoid paying out cancellation of contract fees etc etc.

Do the laws go far enough - no they certainly don't - however at least
there has been some changes and that will help future purchasers.

Several times you have moaned about the various groups classing them
as ineffective and being quite derogatory - but what have you done?

All the folks such as CPAG, Nigel, PICAS and others give up their time
voluntarily to help others - some of the things they do they don't
broadcast they just get on with it. Keeping the pressure up on the various
official bodies is just one part - helping individuals with information and
support when they most need it is equally important.

You honestly have no idea as to the time and effort that gets put in - not
just for a week or a month but for years. It can be frustrating enough
without people knocking them for at least doing something!

Here's an idea for you - instead of slating the efforts of others why
not do something yourself? You obviously have the magic bullet solution
and can therefore rectify any problems that people may have.

I agree, but it is pointless flogging a dead horse.
Look, I have done my own thing on this Title Deeds issue by writing letters to MP and MEPs.
I don't sit on my backside, but am not prepared to join local action groups for the reason above.
Same thing in Spain over the "Land Grab" fiasco. Local groups failed to get the problem resolved. Demos in UK and the "Political" route has resulted in real progress.
Lot more expats in Spain too!!!

Just to confirm that there will be NO meeting of PICAS in August due to holiday commitments of our regular panellists.

Normal service will be resumed in September - watch this space for further details. Meetings normally take place on the last Wednesday of the month, beginning at 2:30pm at the Dhekelia Leisure Resort.
