There is at least one clinic in Ayia Napa, having had (unfortunately) experience of both my first choice would be the Lito. Doctors are everywhere in Ayia Napa (tourists = health insurance). The government hospital for the area is in Paralimni
Protaras is a purely tourist area - between 1st November and 31st March there are 3 bars open - it is like a ghost town, with the rain coming down and the tumbleweed rolling down the street (no. I'm not joking!). Being a tourist area, the stores (no supermarkets as such) charge premium prices.
Paralimni, on the other hand, is a real town - there is even a restaurant or two open in the winter that closes during the summer. What is missing is the beach - but there are plenty of those not far away.
Regarding transport, bus services from Protaras every 1 - 2 hours in winter (although they sometimes miss out Pernera and other 'detours'), 20 mins in summer.
The only way you will avoid being next to a building site anywhere is get somewhere in an already developed area.
I agree with Kwacka's response..... for year round living, Paralimni versus Protaras would be the better choice.
If you are planning on a new build, then it will be difficult to avoid being near the "building sites". I think there are some really great resales on established developments available at competitive prices - and not a building site within yards of your boundary walls -
