I don't know how many members were here before Cyprus joined the EU .
There seems to be some misconception as to " how things were " before joining .
Yes, there was an agreement , however it covered EMERGENCY treatment. It did not give out hospital cards and all the benefits one has now .
The arrangement we have now came about through Cyprus becoming part of Europe.
If you were a non Cypriot you were billed for treatment other than emergency in a government hospital
