Cyprus is very disabled unfriendly..but saying that alot of restaurants have downstairs toilets and the owners are normally very friendly and helpful with helping wheelchair users...but if wheelchair user came on their own it would be difficult with pavements, etc..
We have often stayed at the Sun Hall Hotel which is on the promenade just opposite the Marina in Larnaca. They have a groundfloor restaurant and also a ramped entrance on the side of the building. The toilets are on the ground floor as well. They also have lifts to the upstairs restaurant and you can book or just pop in. Many wheelchair users stay there.
Also of course all the Open air restaurants along the full length of the promenade are fine apart from possiblly toilet use but there are public toilets on the promenade that could be used.
KU DE TA in the Mackenzie beach area is a lovely spot right on the sea front but it is a gravel entrance and you may have to pull the wheelchair backwards just over that bit. Lovely food but not cheap. This place is next to the Castle Hotel tel. 24 620603.
As Jan has said, all the restaurants along the prom are accessible, i.e. the outside eating areas, but loos could be a problem. Hobo's loos are upstairs but there is a lift. There is a public loo on the sea-side of the prom, but I'm not sure about disabled access to it - never been in.
Pavement maintenance is obviously an alien concept. I'm sure they lay pavements thinking they are maintenance-free, especially in the Oroklini/Pyla tourist areas. Fit it and forget it!!
