A couple of years ago we had some feral humans living in a rental property near us (UK) and after almost 2 years of 24/7 barking (and that's no exaggeration) we managed to get the local authority to take action, environment health IIRC, and they set up recorders in our house and after we'd persevered with recording and logging all the times, etc, they finally issued them with some sort of enforcement order.
Previous to that and as the dogs were malnourished and left outside in their own mess, we contacted the RSPCA but it appears that all they're interested in is collecting money from people and TBH they were a complete waste of time.
Totally agree with you both we have had the same experiences with the RSPCA re various negligent owners took one cat in he was so malnourished all his fur was missing he had a good life with us for five years. Would not say the RSPCA in local cases at least does much of a job.
I find the expression "Untermensch" more honest than 'feral humans'.
After they were evicted it turned out that they used to lock their kids in the bedrooms whilst they had mass orgies downstairs. The locking the kids in the bedrooms answered our previous concerns as to why the poor kids were often seen urinating out of the windows! It also turned out that the "Father" of the kids, there were five, had had one of them to his Wife's sister and the "Wife" knew all about it and was happy to raise the child as her own, the Wife's sisters boyfriend was also a convicted Paedophile. The Husband was out of jail on a licence but then breached the licence and ended up back in jail and it was only then that the authorities were able to take the children into care and out of harms reach as previously he, on licence, had been deemed as fit to look after them.
So you can call them what you want but "Feral" suited them fine.
