Someone should teach the free Famagusta farmers the interrelationship between water, frost/ice and sub-zero temperatures. It isn't all that difficult.

Don't understand what you are trying to say. Where frosts are infrequent and not too severe I believe it is quite normal to irrigate profusely to avoid frost damage. Certainly this was the case in Florida when we were there in the winter. Keeps the frost at bay.
I think the Famagusta potato farmers have been doing this for enough years to know what's what.
