Yes - you can gift a property without Title Deeds.

You will have to use an assignment contract and the person to whom your gifting the property will be responsible for paying the transfer fees when the deeds are eventually issued.

Thanks for your reply

I have applied for the Title Deeds have been waiting for two years.
Spoke to are Solicitor, he told me the reason why its being held back, due to the lift on are complex not in operation and a problem with one of the parking places.

It's up to your Management Committee to resolve the problem with the lifts and arrange for their inspection.

Here are the key points from the letter from P.Y. Elevator Ltd (received from chiploi):

The lifts must be inspected by Authorised Lift Inspectors approved by the Ministry of Labour and Social Insurance (Labour Inspection department) every 24 months, starting from 31/08/2013.

* The inspection of the lift will take place in the presence of the technician by our company, who is also an approved service technician by the appropriate Authority of the above Ministry. The inspection can be arranged by our office after your communication with us, by telephone, fax or e-mail.

* The above procedure will secure for your lift the necessary Certificate for its proper function which will be valid for 2 years, and it is obligatory.

* The installation of a telephone device in the cabin is Very important and also obligatory. Our company can offer to you the device.

* Finally we inform that the owner is responsible for the Minimum frequency of service visits for every lift as follows:

A. Minimum 12 visits for service per year in public buildings, government offices (with frequent use, offices, banks, handicap people, etc. )

B. Minimum 8 visits for service per year in all residential buildings.

As for the problem with one of the car parking spaces, I don't believe this should affect you following a change in the regulations some years ago.
